Rod has invested 40 years making Frisco what it is today. His company built many of the roads and infrastructure that made this city great. He is running with a clear plan founded on the pillars of: truth and transparency, smart growth, and fiscal responsibility.
Truth & Transparency
Frisco deserves leaders who speak the truth, own their decisions, and answer to the people. Rod will fight for full transparency in city spending, hold town hall events in every quadrant of Frisco so every neighborhood has a voice, enforce the ethics code that every elected official signs — no exceptions — and end backroom development deals that benefit connected insiders over everyday residents. When Rod signs the ethics pledge, he means it — and he will hold every person in City Hall to the same standard.
TAXES
Cut Waste. Keep Frisco Affordable.
Rod Vilhauer and Barry Rich grew and managed a $370 million company, Rodman, that was profitable for 19 consecutive years. Rod knows the difference between a smart investment and wasteful spending. He knows how to review and manage a budget effectively, and will work alongside city government to ensure every tax dollar is well spent.
Eliminate any wasteful spending
Protect homeowners from rising property tax burdens by growing commercial revenue
Review city contracts and spending for transparency, accountability, and efficiency
Ensure every tax dollar serves the taxpayer — no vanity projects
“These tax dollars don't belong to us. They're from the citizens of Frisco. We need to steward that money well.”
— Rod
ROADS AND TRAFFIC
Fix Congestion. Finish What We Started.
Traffic congestion is the number one concern Rod hears from Frisco residents — and he understands it better than any other candidate in this race. Rod served on the Planning and Zoning Commission when the Master Thoroughfare Plan was created more than 30 years ago. That plan was thoughtfully designed to accommodate Frisco at full buildout. His company then went out and actually delivered many of those roads.
Complete the build-out of all major thoroughfares to maximum capacity outlined in the Master Thoroughfare Plan
Review and vet comprehensive traffic impact studies before approving any major new development
Leverage technology, data, and smarter road design to improve traffic flow citywide
Educate citizens on existing zoning maps and development plans so residents can make informed decisions
“We are going to utilize every tool available to maximize our traffic flow.”
— Rod
ECONOMIC DEVELOPMENT
Attract Quality Employers. Broaden the Tax Base.
Frisco's future affordability depends on growing the commercial tax base so residents don't shoulder the burden alone. Rod has spent decades building relationships across the business community and understands what it takes to attract high-quality employers to a city.
Attract corporate headquarters and high-paying employers that broaden the commercial tax base
Support business-friendly policies that create jobs for Frisco families
Ensure development deals serve residents — not connected insiders
Leverage Frisco's world-class amenities and quality of life to recruit top employers
“So many people come to serve, but when they get there, it becomes self-serving. We need a reset.”
— Rod
PUBLIC SAFETY
Protect Those Who Protect Us.
Nothing matters more than keeping Frisco families safe. Our police officers, firefighters, paramedics, and first responders put their lives on the line every single day. As Frisco has grown to 250,000 residents, our public safety teams must grow with it. Rod will never play politics with public safety — period.
Fund police, fire, and EMS to meet local and state staffing standards as Frisco grows
Invest in ongoing training, modern equipment, and competitive pay to recruit and retain the best
Support mental health resources for first responders who carry the weight of their service
Ensure emergency response times remain among the fastest in Texas
Build strong relationships between law enforcement and every Frisco community
“I believe our law enforcement needs to have full backing to enforce the law. Whatever we need there, we will make it happen.”
— Rod
QUALITY BASIC CITY SERVICES
Water. Utilities. Parks. The Fundamentals.
As Frisco approaches full buildout, the city must plan proactively for the basic services that residents depend on every day. Clean water, reliable utilities, well-maintained parks, and responsive city services are not luxuries — they are the foundation of a great city. Rod will ensure Frisco invests in infrastructure that keeps pace with growth.
Plan proactively for water supply, treatment plants, and utility infrastructure as the city approaches full buildout
Maintain and improve Frisco's parks, trails, and recreational facilities
Ensure reliable, high-quality utility services across all neighborhoods
Invest in preventive maintenance so infrastructure problems are solved before they become crises
“These tax dollars don't belong to us. They're from the citizens of Frisco. We need to steward that money well.”
